Don,
There are two different programs. CRP encourages native
grasses/prairie. Riparian buffer strips do not.
A NRCS friend was rather upset about this because he can't
monetarily help a farmer *restore* some riverside prairie but he can
monetarily help him plant trees on it. The soils there are prairie soils
so historically, through the floods and all, it was prairie. He's the
one who said his hands are tied and any changes in the riparian buffer
must come from Wasington.
