I don't believe it's in the soil, rather it's airborne (from all over the place, not your garden). As John mentioned, Daconil is the best preventative for powdery mildew. There is nothing that will really *kill* it once you see it, only prevent/slow it. You should start to spray as a preventative before you see it, so you have to anticipate about when it might be around you. For me, my lilac trees always seem to exhibit it first.
