Horse will compost fine but I have had problems with weeds the next year,
Lots of them! I think the weed seeds survive in a horse gut more than a cow
rumen.

Organic matter over 10% is excessive though many of us have gone way over
that. 7-8% is good. It would be very difficult to overdo bagged manure at
3%. I would try to locate some well composted manure from a horse stable or
dairy farm rather then bagged.

Do you have a threshhold of dry manure/100 sq ft not to go over or OM
