PLANT DISEASE HANDBOOK QUERY FORM section and in there it kind of
described some things that are happening to you's.
You could try and get a hold of your state collage that has a ag ( farm )
program and ask them some ?'s . If you can send them some samples soil,
vine , rotted parts. what ever.
Things to think about that may have changed in the last two seasons.
Have you added something different
Manure where you get it and if something has change there.
your watering style.
has the stump rot happen the same time as last year . weather
stump covered all year or is it showing alot
do you apply fungicides early in the year
you might have to change where you plant you.
contact a company that grows pumpkins for canning

I would go over the littlest things and see if some kind of change has
happened and how it could affect the plant
This my seem extreme but it sounds like you need things analyzed
