What bug is this!!!


Hey Everybody!
I don't know if this is anything to be worried about or not but I thought I should ask. I have been seeing a flying insect for the last few days that concerns me. It is a little bigger than a wasp and very shiny black and the one I saw today had a red stripe around it's mid-section. It flies very eratic and quick. I have seen it either on or in the area of my AG plant for the last 2 or three days. What is this and should I be concerned with it's presence? It does not appear to be causing damage yet.

Also, we have been getting these pesky little thunderstorms at least every other day for about a week and maybe 10 minutes of rain with each one. Just enough to wash off insect and desease control spray. I am using a mix of Daconil and Thiodan for control. Is it damaging to the plant to have to repeat application every 2 or 3 days because of rain?
