New leaves funky

2nd year Mo. grower with a possible severe problem. All of my new growth (leaves) are stunted, light green (pea green colored), slightly deformed and dying after a day. I don't have a nitrogen problem, so I'm assuming it has some kind of disease. There is not any type of milky secretions when I cut the deformed secondary vines. Also I have not seen any problem signs related to bugs. I sprayed with Daconil yesterday. Any clues or suggestions?
