Ned,

I would bury it, but near the surface. That you can
tell how moist your soil is and know when you need to
water. Say 2 to 4 inches deep- but if you trench to
bury your vines then you also need to account for
that.
you don't want to be digging up your soaker hose while
trying to trench for your vines. 
I used soaker hoses last year for my main watering
system - each plants hoses were attached to two 55 gal
barrels. That way i could warm up the water a little
and also know how much water i was using.  I liked it
because it was a time saver for me.  I could work on
the patch while filling the barrels at the same time.
instead of spending time in the patch and then
watering after.

 Dear List:
  
 My seeds have germinated and are doing well and I did
the final patch preparations and am
 ready to plant.  I decided to dig a pit at the site
of planting and amend the soil etc. and
 have decided to use a soaker hose this year.  I
thought I would wind the house at the
 bottom of my pit  and then let it travel up the main
vine path  and around my patch.  All of a
 sudden it has hit me that maybe this would create to
much moisture at the base of the
 stump and do it more harm than good.  Would I be
better off to keep the hose on top of the
 ground close to the stump or is it ok to bury it in
the pit.  Help!  With warm weather in sight
 I will be ready to plant any day now.   Thanks for
