Don,
The two most common mistakes are impropper temp and too much water. Put a
thermometer in the bag and check temperatures on that boiler. Below 75 is bad
and above 100 is bad. Ideal 80 to85. It is possible the seeds were
overwatered. Hopefully the seeds are viable. I would not try to reuse the
seeds that haven't made it ....start with new. If you get light weight
sterilized seed starting mix and keep it moistened like a wrung out sponge,
and keep the soil at 85 degrees......I guarantee they will come up, if the
seeds are good. A vigorous seed planted one half inch under the soil will
crack the soil and start pushing up in 3 Days. I wonder when the boiler comes
on , if you are cooking them. There is nothing like taking an extra pot with
soil in it and inserting a thermometer in it to keep track of things. There
is still time so replant some more. I haven't set out any plants yet. Good
