holes in the ground

Question for the group,
Although this has happened to me with pumpkins, I am now experiencing
this problem with sweet corn. In a small section ( about 10 acres) 2
years ago I would find holes in the ground where the seed would be
planted. Soon after finding this problem I would just reapply new
pumpkin seed
I use a one row planted, dropping seed every 18 to 24 inches.
In this section, just before the seed would pop through the ground,
something would pull the plant and seed right out of the ground. Exactly
where the seed was planted.
I am now just finding the same problem, with sweet corn, in a different
field this year. Although it is a small section it seems to be growing.
The total field is 11 acres with the new sweet corn just popping through
the ground. This section may only total 1 acre but if I do not do
something now, I feel, I would loose a good part of the corn season.
Each of the days corn is planted at a certain time. As new corn pops
through the ground I could loose a lot of corn.
For the past 3 years I have grown pumpkins in this field. I changed to
sweet corn for rotation reasons as well as weed problems.
At one time it was believed to be mice. Could it be this or something
else? What is the remedy for this problem for now
