Check with your local ag extension office. Each state has regulations as to
which chemicals are "approved" for use. Ask to speak with the urban
horticulturist or ag officer.
For example, here in FL, we cannot use sevin as a foliar pesticide, it is
approved only for soil use. Additionally, there are states where Captan, a
popular fungicide is banned for use and not available for purchase. I believe
CA is one of those states.
