Help can't get seeds to germinate!

I know it has been explained before! But my seeds are not doing anything.
What do the experts do? :)
I need help! I planted to Atlantic giant seeds in
cut of 1 gallon milk jugs, 1" down in soil a week ago; still nothing. I have
them in the computer room, which is a really warm room. I also started seeds
in a ziplock bag with paper towel and I have them sitting on top of my dish
receiver, I think they just rotted.
The help would really be appreciated!!!!!!!!!!
I have dreams of growing a giant pumpkin. Last year I didn't even have a
clue on what I was doing, didn't even know about seeds etc. This year I am
trying to be more technical and it is backfiring on me!!!!
