Selling seeds - IPGA seed auction

Alright, which one of you oregonian pumpkinheads gave my name to the
Oregon department of agriculture. I received a letter in the mail from them
today stating that I needed a license to sell seeds in the the state of
Oregon. If raising money for a non-profit organization(via auctioning
pumpkin seeds on the internet)is illegal in that state why didn't someone
just say so. I checked with Hugh Wiberg GPC president before I started the
internet auction. In fact, auctioning seeds was one of the ways mentioned by
two or three of the site coordinators I talked to. We honestly didn't expect
for their to be a problem. Do other states have the same type of laws for
this type of thing? Does it apply to hobbyists such as ourselves? In the
letter, they reffered to (MY Company selling seeds). Someone help me figure
this out. Are we a company,NO! Does this apply to us?
The seed auction was a great fundraiser for our future weigh-off site.
Which by the way is still in the works. Hugh is making another follow-up
call this week to our Indiana (hopeful) site this week. We should have a
final answer back within a couple of weeks. If converting this local
weigh-off site into a national site does not pan out, we will try looking
elsewhere. Thank you to all who supported us. Sorry, if some legal line of
seed sales was crossed. If anyone has information or further knowledge on
the subject of seed auctions/sales/non-profit etc. I would appreciate your
input.

Brad Walters
