Cover Crop?

Hello all,
I have a few questions about cover crops. Every fall, I add at least a
ton of maple leaves to my patch. I have done this for the past four
years. I have been reading about cover crops and wonder, if I sow the
winter rye, how will I add my leaves, if I wait 'til after I till in the
leaves, it will be November before I get the rye planted. Is this too
late? Is it supposed to grow before winter, or does it winter over and
then grow in the spring? Do I till in dead rye, or is it green and
growing in May? Please advise! Thanks!
