Sound is the key to be considered. We had a case a couple years ago at the 
spencerville fair where a 250# pumpkin weighed near 700# because it was 
found to be full of water that had been pumped into it. Just my 1 cents 
worth......has to be sound no holes or splits into the cavity....

  September and November to allow growers to have their pumpkins
  officially weighed.  These additional dates would allow growers
  to have their pumpkins officially weighed whenever THEY believed
  that their pumpkin(s) had reached their best potential.  These
  additional dates also allow for variations that occur from
  growing region to growing region.  Some growing regions growth
  ending early and others a bit more stretched out.  These
  additional dates also allow for other reasons for early growth
  ending other than damage to a pumpkin (SVB damage, for example,
  to the pumpkin-bearing vine) or a longer growing season (warmer
  than normal Fall temperatures). Finally, these additional dates
  would largely eliminate the need for private weighings and thus
  would further contribute to the overall integrity of the
  weighing process making it as unbiased as possible.

  I hope this makes a bit more clear my views on this subject.
