Tim,
I find that this is one that requires warmth - as in about 73F;
surface sow and should germinate in a week or two. Also requires
light to germinate. Once germinated, you want to grow them on
cooler, like about 60F.
If yours haven't germinated in a month, and you have given them light
and warmth and surface sowed, then could be the packet of seed was
not viable....happens. Nicotiana is one of the easy seeds to
germinate.
