Good question.  I would let them dry a bit.  Some folks tell you to pick up
the pot and feel how heavy it is.  When it gets light (don't ask HOW
light), then you water again.  Seedlings should not dry out, but it sounds
like you are overwatering them.  Try to keep the soil mixture evenly wet.
What kind of soil are you using?  Your soil might hold too much water for
starting seeds.  Again, take a look at the archives of this list for
different seed starting "recipes."

Yes, I know Laguna Hills well.  It was nearly 100 here yesterday, which is
really unusual.  I turned compost in the morning and was wiped out the rest
of the day!
