I live in the same area and find it's better to take cuttings after the first rain or
two when things get a last flush of growth before winter, especially of plants that
don't have a lot to work with.
Last November I did three flats of different things and very little didn't root using
Rootone and some good humidity. By spring many things were ready to put in the ground
or trade.
However, mints will work most any time.
