Pat,
I keep my sown but waiting for germination seeds on top of a food
dryer on top of our upright freezer. It may not be warm because
of the appliance, but it is nearer the ceiling so it is warmer
than tabletop or lower height.
On top of the fluorescent lights would probably be good,
especially for those things that prefer warmer/cooler cycles,
assuming you have your lights on for 16 hours or so per day.
