Margot,
Yes, you can pot them up. You may have some heavy loss, depending on how
long they've been in water with roots as the roots have a difficult time
adjusting from growing in water to growing in soil. But, I've done it and
had some plants to show for it.
Dunno where you are, but if you are in an area with freezing temps, you
need to wait until after all danger of frost is past before putting them
outside. And, they will need to be hardened off gradually first.
