That depends on what plants you have -- some will start to germinate in the
fridge, many will not.
Some plants are called frost germinators and will germinate when the ground is
still frozen.
If you have the seeds sealed in some plastic you do not need to have the seeds
covered with paper but just have the seeds resting on top of the moist paper.
Your questions are not dumb but show to me that you are thinking about what
you are doing.
I hope you have the best successes with your seeds, it's fun to walk in the
garden and to say to ones self- I started these babies my self.
When I was into tropical fish my favorites were the ones that I raised from my
own spawnings.
