The list of actual cool (40F) germinators is too extensive to go through,
but there are very few seeds that will germinate 'frozen'.  The exception
being certain members of the Ranunculaceae family...Although the 'frozen'
temps needed are only in the very high 20's (F) or low 30's.  Below that
not much happens.

Further, the problem with tossing moistened/stratified seeds which require
either freezing/oscillating temps, is that the freezer cools them way too
quickly and causes the cells to burst.  When seeds are outdoors, the
temperature changes are much more gradual.  BTW: Most home freezers are
naturally set to ‰ 0 degrees F.
