Trouble w/ Lobelia

I'm having difficulty in germinating annual lobelia.
According to some references, it should germinate
at room temperature, whereas others recommend cold
treatment for 3 months.  The seeds have been kept
in the 'fridge for many months:  shouldn't that suffice?

I'd appreciate any help.
