Tony,
those Lobelia should have germinated in less than a week in the warmth,
and up to 14 days on a cool windowsill.
They shouldn't have needed to be statified. It worries me that you say
they have been "kept in the fridge for many months" .  They may not be
viable. Try a fresh packet of seeds that have not been refridgerated.
And remember to keep them on the surface of the moisted growing medium.
