Only a frost-free fridge is a good dessicator, otherwise moisture builds up.
I have a small freezer I use solely for seeds. I keep them in paper
envelopes in plastic bags by type: all red tomatoes, all cherry-type, all
hot peppers, etc. I also add packets of dessicant in the plastic bag. Then,
I put those bags in a plastic container in the freezer. I have no problems
with germinating these seeds when the time comes.
