Dear Angela,
I have had luck doing the following:
Separate out all of the small seeds and place them in a Zip-lock type
sandwich bag with some just barely moist sphagnum moss (I prefer the
long fiber type rather than the finely milled), seal and place in the
veg crisper of your refrigerator until late May or so. Remove the
bag and keep at room temperature and watch the bag for signs of
germination (this is easier to observe if you use the long fiber type
of sphagnum). Once you see any seeds germinate (and this could take
some months), you can remove them with a tweezers or forceps into
seed starting mix or potting mix. I wouldn't guarantee this would
work for all types of rose seeds, but I have had success with it.
And please, don't be put off by technical terms and botanical names,
they're really the best way to convey specific and appropriate
information. If you don't already have one, a good reference book is
a big help. You don't need a bookshelf full - one or two goods ones
will do. One of my favorites is Wyman's Gardening Encyclopedia.
There are other good texts out there too.
