    The tomato seedlings may need some fertilizer.  If you grew them in a
soil less mix, it has no nutrients.  Give them some weak fertilizer and as
to the aphids, you can squash them with your fingers or spray with an
insecticideal soap.  If they are up very far they might need to be
transplanted.  Are you growing them for yourself?  How close are the lights
to them?  The lights need to be about an inch or two above the tops of the
plants and kept on for at least 16 hours a day.  All this I write from my
own experience, others might have other things to say.  Hope it helps you.
