Hello,
I have started delphinium seed from New Zealand for each of the last
three years, and have had great success with it. This year the
germination was ~80%. I germinated some I had stored in the frig for two
years, and had ~20% germination. I really don't think the seed is at
fault.
Perhaps you overwatered or allowed them to dry out? How long ago did you
plant them?
