Did you cold stratify the seed B4 planting?
My source of germ. info is the T&M seed sowing guide which says to place the
moistened seed in a refrigerator for 3 - 5 weeks. They also recommend to sow
tiny seeds on moistened compost, seal the container in a Polythene bag and
leave everything in the refrigerator for the recommended period. They also
state that high temps. cause dormancy but don't say how warm is too warm.
Had great success last year with not-so-fresh seed germinating at around
60-65 degrees. Didn't do so well this year but nothing else did either.
