daphne rooting

Frank,
How do you root Daphne cuttings? Do you use hormone? I would like to try it
again this year as last year I was unsuccessful. I may have took cuttings
to late, I think I did it in about Nov. I used root-tone and kept them
sealed in plastic bags at night. They looked good all winter and then this
spring they lost all leaves and when I checked for roots
