lilac suckers


Dear friends,

A neighbor is moving and is sad about leaving her mother's lilac bush
(syringa).  I noticed that there are suckers growing around 6 inches
from the trunk of the bush -- the suckers are around 8 inches tall and
the leaves look the same as the parent plant.  She thinks her mom told
her that the bush was growing on its own rootstock -- but really wasn't
sure.  Is it possible to dig up the suckers, sever from the root and
re-plant?  The bush is just coming into bloom -- is there a good time to
do this?  Any info on techniques would be so helpful.

(As she thinks I am a knowledgable gardener -- I'd like to not
disappoint -- I looked in my books last night and really couldn't find
answers!)
