Papaya is a common fruit in my country, I don't think that you have to do a
special treament to itbecause here sometime we can find papaya tree that grow
on a sidewalk (people just throw away
the seeds when they eat the fruit).
I think the problem is your climate, however carica papaya is a tropical
fruit.
But you can try to manipulate the growing condition, may be by heating up the
temperature and
spray it with water to match the humidity.
