Karen,
As flourescent bulbs age they lose intensity over the whole spectrum of
light output. If you need maximum output from the bulbs, they should be
replaced every 6 months to a year. For germinating seeds, high intensity is
probably not necessary. If you are growing plants that need a lot of light,
then, obviously, the light intensity from the bulbs could become a factor in
success or failure.
