I can't give you any help with the collecting end, but on germination
From seed to bloom
"-starting seeds in situ is usualy more successful;  1 -2 weeks before last
frost;
but seeds can be started indoors 3 - 4 weeks before last frost;
germinates in 5 -21 days; soak seeds in warm water for 24 hours before
planting; provide 70-85 degree F. thereafter;
seedlings can be planted outdoors 3- 4 weeks after last frost; when
temperatures remain above 45 degrees F; spacing 12 - 8'; in full sun; in
moist loose soil not too high in nitrogen; tolerates dry soil; do not
fertilize "

"I quamoclit syn, QUAMOCLIT PENNATA (star glory).
Annual twining climber with hairless stems and elliptic to broadly ovate
deeply pinnatisect, deep green loeaves; 3-9cm long, composed of 9-19 pairs
of linear lobes. Slender-tubed, scarlet, somtimes white flowers up to 2cms
across with 5 distinct and spreading lobes. are borne in cymes of 2 - 5,
mainly in summer, or for most of the year in tropics. grows 2 - 6m (6-20')
Tropical Soutn America. ( min 45degrees F.)
