Sprouting seeds

I have a few seedlings, sown this spring, that are first emerging
right now, e.g. Alstroemeria, two different Alliums and Heptacodium.
I doubt these tiny seedlings will survive the winter without some
precaution. Should I place them in my cold frame or would it be
better to keep them in the house? I am in zone 5.
My Hall's Hardy Almond yielded a few almonds this year. Do I need to
crack the outer hull to get them to germinate?
