Dear Jennifer;

Have you though of starting a potted garden in that area?  Would
certainly eliminate the bad soil problem. If not, Daylily h.fulva, the
common orange ditch lily has never failed me anywhere. With its grassy
foilage and the plus of flowers, it should suit your needs (plus it
spreads nicely and it is so cheap you probably know someone who is
getting rid of some.)
