Hello Diann,

I've had holes like that in my Cannas - I thought that they were caused by
slugs before the leaves unfurled - the leaves certainly had remnants of the
slug-slime on them.   The slugs just munched their way thru the layers of
leaves.

I have found that very sharp grit, about 1/4" to 1/2" deep round the plant
deters slugs to some extent.
