This is a broad brush that prohibits importation of seeds or plants without
phyto certificates by individuals or commercial enterprises. Margaret L
The issue I was remembering was not about individuals, but about
commercial sales, I think., Perhaps it was not on this list, but I
thought it was.

Don't understand about the seeds, but it has been true about plants
forever. Don't know what happened about the 12 plants that every American
was supposed to be able to bring in..... bare root, without a phyto.
