If a tissue lab attempted to produce mutations it would go broke. Since
labs produce a large number of plants the number of mutations are higher
than in the normal garden, but most off types or mutations are discarded
in the roguing process in the lab. A successful lab is trying to produce
as close to same plant as possible and leave the mutations to the gardeners.
If a new hosta is worth reproducing it will come to the labs anyway.
