I guess there are several reasons. Inertia is probably the leading reason.
The cost=$15/registration.
The process= taking three color photos ;measuring the leaves, the petioles,
the flower stalk; filling out a rather long form
Also, except in the most egregious cases, any hosta can be registered.
Registration does not give the registrant any legal protection.It merely means
that the same name cannot be registered more than once. None of these reasons
has prevented me from registering my hybrids and mutations.
