In the spring Brunnera look very dead. I would replant them and give them a
chance-they will re grow from any part on the crown.
I have a question?- why did you give them better drainage? Brunnera Like moist
soils, maybe not real wet ones, but they like moister.
Yes, this might have lead to you frost heaving, two years ago I had 25
variegated Brunnera that I treated very poorly.  First in the summer I had
them in pots and they were always to dry and went dormant in late summer, next
they were moved to a new bed were the quarrels decided they wanted to have
some practice in excavation, so they dug them out of the ground.  After a few
days on the surface I got them replanted. In the spring about half of them
were above the soil line (the ground had settled were the bloody squirrels
were digging) I replanted again -- last summer I had some every attractive
white Leaved Brunnera-this is a great plant-and it is tougher than I first
thought it was.

So do not give up on them. If I can't kill them -- then I think you should
have no problems.
