Last Fall I was asking about how dormant my plants had to be before I put a
couple inches of compost on them (vs. around them, which would be incredibly
time-consuming and difficult). People suggested pretty dormant. So then
winter suddenly arrived here in E.Central IL and has never left; froze me
in my gardening tracks. As I mentioned earlier, didn't even get all my bulbs
planted.
So now I must ask again: When things thaw up a bit, but before plants are
emerging, can I then put 2-3" or so of compost right on top of everything
without inviting rot, fungus, and the rest?

Hi, Cindy. I added about a 2" layer at the start of the second year, along
with gypsum and an organic fertilizer I bought mail-order. ....
