You could try using a bulb planter to make the hole and then filling them
with planting mix. Then you can put the mulch on top. I've been told that
mulch is food for the soil, not for the plants, and is best put on the
surface. The only reason to incorporate it into the soil is to loosen clay
soils the first time.
