I agree as well.  I planted a new tree peony this past fall.  Cricket Hill
recommended, I believe, digging at least 2' x 2' hole.  I went 3' x 3' and
added compost, aged manure, and soiless mix to the nature soil.

Presently, the plant is almost completely covered in white mulch, and it's
coming down fast & furious.  The time I saw the peony, the buds were still
firm and alive during their winter's sleep.
