The publishers of that magazine also publish the Sunset Western Garden
Encyclopedia and now a national garden encyclopedia (don't recall the exact
name). They have set up their own zone designations, dealing with more
climate variations than the USDA zones that deal only with expected low
temperatures. Sunset may deal with precip, length of growing season, etc.
The two zone designations are very different from one another. Margaret
