It sounds like it is too dry-the tissue that is white is not receiving enough
water and is not growing as fast as the green tissue in the center of the
leaves, thus the outer section of tissue is constricting the leaves giving
you the "cupped" effect.

Most Pulmonaria bloom easily as long as the flowering stems are not damaged
in the spring-even small plants flower. The first group of buds to emerge in
the spring are the ones that will flower, all other sets produce leaves.
If you use a winter mulch on your plants-you can prevent the flowering stems
from emerging from the ground.
