Hi, Esther. Are those perennial sweet peas? If so, they are best sprouted
by an overnight soaking (scoring helps), then drain them, wrap them in a
damp paper towel, seal in a plastic bag, and keep at room temperature (top
of the fridge is good). Check every two days, and remove and plant as soon
as a few have sprouted. You may also direct seed in early spring, as soon
as you can work the soil, but sometimes they won't sprout until late
summer. Or direct seed in early autumn, for springtime growth. It sounds
to me like you may have soaked them too long.
