Japanese anemones like 'Honorine Jobert' are generally considered to prefer
slightly acid soils. Certainly mine are doing well with ferns and a
pine-straw mulch, in a soil that is naturally acid to begin with.
I suspect a trace-element deficiency. Find a soluble plant food that
contains trace elements and use it according to package directions. Trace
elements are sometimes not readily available in acidic soils.
