Denise, according to Michael Dirr's book River Birch likes moist acidic
soil. I am guessing that as far west as St. Louis your soil is pretty
alkaline. Try watering it with Miracid a few times a year and see if that
helps. And/or work some soil sulphur into the ground around the tree.
