What eats daffodil bulbs?

We have been away on vacation, and I just re-subscribed, so I may have
missed some messages about voles, etc. It probably is voles which are
making my bulbs disappear, and I really like Narcissus in the spring. I
am going to try some in mesh protected beds - but I just realized that
daffodils are supposed to be poisonous. Could the little creatures be
immune, and eat them anyway? I have planted them all over, hoping they
would naturalize. But I seem to have only one bulb left (and it is
about 3" high, seeming to feel it is spring!) Could something else be
my problem?

P.S. - At the end of our trip to Russia, I decided I wanted to see the
Botanical Garden in St. Petersburg, as it was mentioned in our guide
book. It seemed we were the only tourists who had ever asked to do that,
and it was pretty funny, since they didnt know what to do with us, and
could not conceive that someone would want to go around looking at the
outside plants (which is what I had in mind). They gave us a quick
silent tour of the steamy greenhouses (no English spoken), then sent us
on our way.
