I've had good luck masking dying tulip foliage by planting them under huge
hosta who engulf the tulip foliage nicely and hide its death throes. But,
with the difference in our climates, it may be that your hosta don't leaf
out early enough to do this job for you. Mine are usually fully leafed out
by the time the tulip foliage starts to yellow badly.
As Gene says, all bulb foliage needs to mature if you want the bulbs to do
anything the next year. I don't know why I bother saving tulips because
they seldom return with much vigor, even if they escape the deer munching.
